The first of a new generation of emergency operations facilities to coordinate responses to natural disasters and security threats.

The new State Emergency Operations Center (SEOC) houses the headquarters of the Illinois Emergency Management Agency and accommodates two dozen other agencies during emergency situations. Responding to an extremely accelerated construction schedule and a tight budget for a high-tech building, our team addressed the design from a construction perspective. For example: we prepared a budget to accompany the program and included a value engineering phase to inform the client/users of functional and aesthetic ramifications of each cost-saving option. The layering approach to the design allowed the structural form to be completed and weatherproofed in just over three months. The successful outcome establishes a beautiful and functional facility, completed on schedule and within budget.
